Background from July Staff Report (from City Administrator Ben Martig):

Staff has recently completed the task of reformatting Council policies, which were approved by the Council on May 21st.  This standardizes all policies and ensures there are editable versions of policies when updates are needed.  In addition, staff made minor updates as they were identified. 

Along with the Council policies, staff also updated those related to specific boards or commissions, including the Charter Commission administrative policy.  This policy had some references to boards/commissions overall so it was updated to only include the Charter Commission.  The City Council reviewed this but did not vote on it in order to first receive input from the Charter Commission.  This policy was approved after the last edits by both the Charter Commission and City Council by an affirmative vote. Once the Charter Commission approves the recent policy updates, it will be brought to the City Council for approval.

Please see the attached letter from City Administrator Ben Martig, sent on behalf of the City Council, requesting the Charter Commission review and approve the policy.  A redlined version and a clean version of the policy changes proposed by staff are also attached.

The Charter Commission can choose not to approve the requested changes or make additional changes as needed.
