This update includes items not included as agenda items for this meeting.

* Resident Energy Efficiency Rebate
Applications for the Energy Efficiency Rebate Program are now closed for the remainder of the year. All funds allocated for the 2025 program have been fully distributed. The rebate application will reopen in January 2026.

* Summary of changes in H.R.1 (Big Beautiful Bill)
A summary of provisions that may affect clean energy, transportation, and efficiency efforts by Minnesota communities and residents.
o The New Clean Vehicle (30D(h)) Credit, which offers up to $7,500 in tax credits to individuals and businesses for the purchase of qualifying plug-in or fuel cell electric vehicles, will no longer be available for purchases made after September 30th, 2025.

o The Energy Efficient Home Improvement (25C) credit helps homeowners make improvements that save energy and reduce their energy bills, such as installing insulation or highly efficient HVAC systems. The credit will be terminated on December 31, 2025 instead of December 31, 2032

o The Residential Clean Energy Credit (25D) equals 30% of the costs of new, qualified clean energy property for your home. The credit will be terminated on December 31, 2025 instead of December 31, 2034.

o The New Energy Efficient Home (45L) credit provides an incentive to builders to construct energy-efficient new houses and apartments. The credit will be terminated on June 30, 2026 instead of December 31, 2032.

o The Alternative Fuel Vehicle Refueling Property (30C(i)) Credit, which provides tax credits to businesses and individuals who install qualified refueling or recharging property (e.g. EV charging infrastructure) in eligible locations, will expire on June 30...
