Summary Report:

The City has been working with the Minnesota Department of Natural Resources (DNR) along with I&G group to final the plans and specifications for the construction of Mill Towns State Trail from Woodley Street to the Waterford Bridge.  The plans and specifications are now complete and ready to go out for bid. 

 

As part of the process, the City has been working with property owners along Spring Creek Road where temporary and permanent easements are necessary to facilitate construction of the trail.  The City Attorney has prepared easement agreements with the above-mentioned property owners and the property owners have approved the easements.

 

The City used recent benefit appraisal from the Wall Street Road project to determine a benefit amount for the temporary and permanent easements and worked with property owners to arrive at a final amount of the easements.

 

The City has reached agreement on the easement with Calvary Cemetery and are putting the final terms of the easement agreement together.  This easement is tentatively planned for approval at the May 6 Council meeting. 

 

Alternative Options:

NA - Staff is recommending approval of the easements to facilitate the construction.
