Consideration of a Stormwater Maintenance Agreement with Schmidt Homes, Inc., Armstrong Business Condos Association, and Born To Run Enterprises, Inc.

Action Requested:                     

The Northfield City Council approves a Motion authorizing the City to enter into a required Maintenance Agreement and Maintenance Plan with Schmidt Homes, Inc., Armstrong Business Condos Association, and Born To Run Enterprises, Inc. for private stormwater management facilities at the Armstrong Business Condos.

 

Summary Report:

Schmidt Homes, Inc. is constructing business condominiums and other associated improvements. As part of the project to meet stormwater management requirements, a private on-site stormwater facility is proposed for construction.

 

According to Northfield City Code, Chapter 22 - Environment, stormwater treatment is required to treat the additional stormwater generated from the added impervious surface on the site. Steve Schmidt, President of Schmidt Homes, Inc., Armstrong Business Condos Association, and Born To Run Enterprises, Inc., approved the agreement on December 23, 2024 and is now ready for the City to execute the agreement.

 

The City of Northfield Ordinance Section 22-306 requires the execution of a Maintenance Agreement (Attachment 1) with the City of Northfield to ensure proper inspections and maintenance are performed on the proposed stormwater management facility. This agreement also grants the City of Northfield and its representatives’ right of entry for the purpose of inspecting the proposed stormwater management facility, and performing any maintenance on the stormwater management facility should the owner fail to perform the required maintenance detailed in the Maintenance Agreement.  

 

Financial Impacts:                     

There are no financial obligations for the City of Northfield with this agreement.
