Title
Consider Accepting Bids and Awarding Contract - Honeylocust Drive East Cannon River Trail (ECRT) Project.

Body
Action Requested:
Staff recommends approval of the attached Resolution accepting bids and awarding the contract for the Honeylocust Drive ECRT Project (STRT2021-A56).

Summary Report:
The City Council is being asked to award the contract for the Honeylocust Drive ECRT Project (STRT2021-A56). The Plans and Specifications were completed by Bolton and Menk and at the November 21, 2023 City Council Meeting, the Council authorized the advertisement for bids via Resolution 2023-108. The ad for bid was published in the Northfield News, on the MnDOT eAdvert site, and the City of Northfield website.

The City received eight (8) competitive bids (Attachment 3), which were publicly opened and tabulated on December 21, 2023 at 2:00 p.m. The bids ranged from $291,615.20 to $482,006.60 with the lowest responsible bidder being Fitzgerald Excavating and Trucking Inc. with a total bid amount of $291,615.20. This compared to the engineers estimate of $458,339.00. This project is identified in the 2022 - 2026 Capital Improvement Plan (CIP), and funding for the project is a combination of stormwater enterprise funding and bond funding. Staff is satisfied with the bids that were received, and is recommending that the project Base Bid along with Alternate #1 be approved.

Alternative Options:
City Council may decide to award just the Base Bid, however, a completed connection from the ECRT to TH 3 would not be built, and leave a noticeable gap in the walking and biking system.

Financial Impacts:
The funding tables at the time of contract award are shown below. The bonded portion of funding was already included in the 2022 project. Therefore, cash is "on-hand" and...
