SUMMARY AND ACTION REQUESTED:
The Housing & Redevelopment Authority (HRA) is asked to consider providing a letter of support to be included with Riverside’s grant application to Minnesota Housing Finance Agency’s Manufactured Home Community Development Program.
BACKGROUND:
Riverside is zoned for 43 Manufactured Home (MH) Lots. Following the removal of 8 abandoned MHs with assistance from HRA, the community consists of 24 vacant lots, 13 MH owner occupied units, 5 MH rental units, 1 abandoned MH and 1 former diner/office/residence building in poor condition. Extensive infrastructure updates and improvements are needed before new homes can be brought in.
ANALYSIS:
The HRA has provided past financial support to Riverside to assist with the removal of 8 abandoned coaches. This aligns with the HRA Strategic Plan to clear and redevelop blighted areas from the community. Supporting Riverside’s grant application with a letter of support has the potential to grow and maintain affordable housing in the City of Northfield and also aligns with the City of Northfield Strategic Plan.
RECOMMENDATION:
Staff recommends that the HRA authorize the Chair to sign a letter of support to be included with Riverside’s grant application to Minnesota Housing Finance Agency’s Manufactured Home Community Development Program. A draft letter is attached for the HRA’s consideration.
