Consider Motion Adopting Carbon Reduction Fund Policy.

Action Requested:
The City Council is asked to adopt the Carbon Reduction Fund Policy.
Summary Report:
The Northfield City Council established the creation of a Carbon Reduction Fund October 20, 2020. At that time staff was asked to develop a policy regarding this fund and a copy is attached.
This policy has been reviewed and motions of support passed by the Environmental Quality Commission and the staff/Council Finance Policy Subcommittee. It had been on the Council consent agenda on July 20, 2021 but was removed due to some clarifying edits that were requested by the Mayor. The Finance Policy Subcommittee reviewed and supported this revised version at its meeting on August 24, 2021.
The policy provides high-level guidance on the purpose, administration of funds, deposits to accounts, expenditures, and communication. Staff will work with the City Attorney and existing Boards to develop programs that can encourage and support actions around carbon emission reductions while meeting statutory requirements on how funds are spent.
The Council is asked to adopt a motion to approve the Carbon Reduction Fund Policy as presented.
