Consider Budget Amendment and Accepting Bids and Awarding Contract - City Hall Safety and Security Improvements.

Staff recommends approval of the attached Resolution authorizing a budget amendment and accepting bids and awarding the contract for the City Hall Safety and Security Project (FACL-2021-M26). (NOTE: this is a Budget Amendment and Requires a 5/7 Majority)

 

Summary Report:

The City Council is being asked to award the contract for the City Hall Safety and Security Project (FACL-2021-M26).  The Plans and Specifications were completed by ATS&R, and at the June 1st City Council Meeting, the Council authorized the advertisement for bids via Resolution 2021-041.  The ad for bid was published in the Northfield News, Minnesota Builders Exchange, and the City of Northfield website.

 

The project scope includes, but is not limited to, electronic locking devices, department level service area improvements, a central information desk, and corridor improvements.  City Hall is currently ADA compliant and the improvement project elements will also be in compliance. Staff will work with the Contractor to add additional accessibility improvements including automatic door openers to the project.

 

The City received seven (7) competitive bids (Attachment 2), which were publicly opened and tabulated on July 1st, 2021 at 2:00 p.m.  The bids including base bid and all alternates ranged from $606,000 to $764,300 with the lowest responsible bidder being CM Construction with a total bid amount of $606,000 and a total project cost of $938,604. This compared to the architects estimate of $550,054 and total project cost of $833,814 . 

Staff is recommending that the project be awarded.  The safety and security of the staff and patrons remains a high priority at City Hall.

 

Alternative Options:

 

Staff does not recommend any alternative actions outside of considering award of contract.

 

Financial Impacts:                     

The funding tables at the time of contract award are shown below.  In addition, funding for the 1% for the arts is included with the project.  This project does require a budget amendment.  At plan approval staff discussed use of American Rescue Plan Funding, however full guidance isn’t available on use of those funds so staff is recommending use of General Fund Reserves.
