Consider Southeastern Libraries Cooperative (SELCO) - Rice County Agreement for Library Services.

Action Requested:
The Northfield City Council considers a motion approving the attached agreement between the Southeastern Libraries Cooperative (SELCO), Rice County, Faribault, Lonsdale and Northfield for Library Services.
Summary Report:
SELCO (Southeastern Libraries Cooperating), is a non-profit corporation designated as the regional library system for Rice County. The current 5 year contract for library services is expiring on December 31, 2020. This contract is an agreement with SELCO and the public libraries of Rice County, comprised of Northfield, Faribault and Lonsdale to supply library services. To-date, the cities of Lonsdale and Faribault, and Rice County have approved this contract. This renewing 5-year contract does not list dollar amounts; Rice County sets the dollar amount yearly. As this is a 5-year contract, the dollar amount beyond one year cannot be predicted. The Rice County Board of Commissioners sets the dollar amount coming to each library; SELCO has no input into the dollar amount, nor, substantially, does the City of Northfield. The dollar amount for Northfield is set at $192,239.00 for 2021. This money does not go through or to SELCO, but goes directly into the City of Northfield's general fund.
To clarify further; this is a contract for services provided to the libraries of Rice County. It has been signed by the Rice County Board of Commissioners, the Rice County Administrator, the Mayors and City Administrators of Faribault and Lonsdale. Library Director Jensen recommends approval.
Alternative Options:
If the City Council chooses to not sign the agreement, Northfield Public Library will no longer receive library services through SELCO.
