Consider Resolution Approving MnDOT Local Partnership Program (LPP) Grant Application for 2022/2023 for Trunk Highway (TH) 246 Trail Extension.

Action Requested:
The Northfield City Council approves the attached Resolution for LPP Grant Application for 2022/2023 TH246 Trail Extension.

Summary Report:
LPP is a statewide transportation partnership with local government units that construct MnDOT highway improvements that are mutually beneficial, and are not programmed on State Highways. MnDOT has indicated for 2022/2023 they have $1.3M available ($400,000 in 2022 and $900,000 in 2023).

Staff has identified a project on the Trunk Highway that would be eligible for these funds. The first project is an extension of the trail on the east side of TH 246 from the roundabout at Jefferson Pkwy north to the new High School crossing.

Completing this trail gap, that is identified on the City's Planned Walking and Biking Network, will allow for students and the public that want to access Bridgewater Elementary and Northfield Middle School to utilize the pedestrian underpasses at TH 246 and Jefferson Parkway, therefore avoiding an at-grade pedestrian crossing on the highway and improving safety for all users.

TH 246 trail extension location is shown in Attachment 1. The estimated cost for the trail extension is $610,000. The City share of the project cost would be for the engineering work as staff believes all construction costs would be eligible. The state will pay up to 8% for construction engineering reimbursement.
