Northfield Planned Walking and Bicycling Network Prioritization.

Action Requested:
The Northfield City Council is requested to discuss the planned walking and bicycling network prioritization.
Summary Report:
As part of the Pedestrian, Bike and Trail System Update recommendations, the plan identified biking and sidewalk gaps in the community and updated the planned walking and bicycling network map. This was the intended first step in pulling together a broad exploration of gaps in the overall system to lead to prioritization of construction projects for these areas not associated with the street reconstruction improvement plan.
Staff discussed the following categories for prioritizing the system with Council on May 21, 2019:
* Safe Routes to School Plan
* Traffic Volume/Roadway Classification
* Neighborhood Connectivity/Fills Gap
* Equity
* Community prioritization from Pedestrian/Bike Plan
* Proximity to Schools/University
* Proximity to Downtown
From that discussion, staff have prepared a draft prioritization of the sidewalk and trail system gap map. The categories and associated maps for prioritizing are below.
Map 1 - Overall Community Sidewalk and Trail System Prioritization
Map 2 - Safe Routes to School Plan/Proximity to Schools and Colleges
Map 3 - Roadway Classification
Map 4 - Overall Equity Map
Map 4A - Race
Map 4B - Age (65+)
Map 4C - Population Density
Map 4D - Rental Unit Density
Map 5 - Community Prioritization from Pedestrian/Bike Plan
Map 6 - Proximity to Downtown and Business Districts
Note at this time, the identified on-street bikeways have not been included in this prioritization.
