Title
Consider Resolution Approving Plans and Specifications and Authorizing Advertisement for Bid for Water Tower Maintenance.

Body
Action Requested:
The Northfield City Council considers the attached Resolution approving plans and specifications and authorizing advertisement for bid for the Water Tower Maintenance Project (WATR2019-J21).

Summary Report:
The City Council is being asked to approve the plans and specifications for the Water Tower Maintenance Project (WATR2019-J21) and to Authorize Advertisement for Bid.

Bolton and Menk, Inc. has prepared plans and specifications for completing a three-year water tower maintenance project. The City will be completing maintenance on the three water towers the City owns. The towers are scheduled for maintenance as follows: Hall Avenue Elevated Tower in 2019, St. Olaf South Ground Storage Tank in 2020 and St. Olaf North Ground Storage Tank in 2021. The specifications allow for the contractor to bid the Hall Avenue Elevated Tower for either 2019 or 2020 depending on cost.

Major items of work being completed on the water storage tanks include:
- Interior Tank Rehabilitation including spot repair and a protective coating system
- Exterior Tank Rehabilitation including overcoat protective system
- New City logos/lettering on exterior of tanks
- New safety climb systems
- Repair of concrete foundation
- New pressure manway gaskets
- New concrete splash pad

Specifications are located at: https://www.ci.northfield.mn.us/DocumentCenter/View/7755/_2019-05-02-118307---MDH-Review-Bid-Docs---NOFD-Elevated--Ground-Water-Storage-Tanks

Alternative Options:
The City Council could delay this project; however, the towers are in their optimal condition for an overcoat which will prolong the life of the current coating system. This will reduce the cost of coating over the life of the tower.
