Consider Resolution Accepting Donation to the City of Northfield from Jan Shoger.

Action Requested:
The Northfield City Council consider approving the attached Resolution accepting a donation from Northfield resident Jan Shoger for $50,000 to be used on a Zero Waste education effort.

Summary Report:
Jan Shoger has been participating in the Materials & Waste subcommittee of the Climate Action Plan Advisory Board (CAPAB). As part of that effort, she realized the need for Northfield residents and businesses to do a better job with recycling so that less recycling is contaminated as well as the overall issue of reducing the waste that reaches the landfill and contributes to greenhouse gas production. Because of her concerns she approached the City about making a donation to help enhance educational and behavior change efforts the city could pursue in this area. She has worked with Beth Kallestad, Program Coordinator, to develop some approaches that could be taken by the City. Ms. Kallestad will be leading the implementation of the use of the funds received.

Minnesota Statute 465.03 provides that acceptance of gifts of real or personal property by the City shall be by resolutions and approval by a two-thirds majority vote.

465.03 GIFTS TO MUNICIPALITIES.
Any city, county, school district or town may accept a grant or devise of real or personal property and maintain such property for the benefit of its citizens in accordance with the terms prescribed by the donor. Nothing herein shall authorize such acceptance or use for religious or sectarian purposes. Every such acceptance shall be by resolution of the governing body adopted by a two-thirds majority of its members, expressing such terms in full.

Beth Kallestad will be presenting this agenda item. Ms. Shoger plans to be in attendance at the meeting.
