Consider Resolution to authorize Budget Amendment for the Northfield Outdoor Pool (Old Memorial Field) Pool Repair Project and Award Repair Project Work.

Action Requested:
The Northfield City Council approves the attached Resolution authorizing a Budget Amendment for the Pool Repair Project and authorize a contract with Global Specialty Contractors Inc. for the repair. This requires a super majority vote of the Council for approval (5 of 7).

Summary Report:
At startup of the pool in 2018, a broken pipe was identified under the south end of the zero entry area of the pool. For the 2018 season, staff was able to identify a short-term solution to keep the pool in operation. At the end of the pool season, staff worked with a leak detecting company to identify the location of the broken pipe. Upon exposing the broken pipe, it was found that there were multiple breaks in the pipes. The causes of the break we believe where due to a frozen water line over the winter. The pipe has settled over time, not allowing it to properly drain during winterization.

As this was evolving, the tornado hit late September, which set staff back from analyzing the full extent of the needed repairs. Later that fall, staff was able to get the line televised and determined the entire line needed to be replaced under the pool. Staff engaged Stantec Engineering to review the pool and provide a scope of work on the needed repairs.

In 2019, staff began to solicit quotes for the pool repair project; however, pool contractors were not responding to the project unless we split out the demolition work separate from the project. In doing that, staff reached out to the following contractors to receive quotes: Olympic Pools, Minnesota Pool, Aqualogic, Badger Pools, Swenke-Ims, Northern Poo...
