Action Requested:                     

Staff recommends a motion to approve Resolution Requesting Minnesota State Capital Investment Bonds for Local Trail Connections with the Mill Towns State Trail in the City of Northfield.

 

Summary Report:

City staff is recommending to explore a request for funding from the State of Minnesota for potential trail connection improvements in conjunction with the Highway 246 and Jefferson Parkway project.  We are working cooperatively with State Legislators on drafting of language concurrently with bringing this consideration forward to the City Council.

 

City Administrator Martig will be presenting at the meeting.

 

Alternative Options:

The alternative sources of funding for underpasses would be either Municipal State Aid funds (as may be available) or City Property Tax levy.

 

Financial Impacts:                     

The current rough conceptual design cost estimate for pre-design, design, and construction of the underpasses for Jefferson Parkway and Highway 246 intersection is $2,500,000.  The request is for 100% state funding of a grant.  The actual costs would be further reviewed and determined during the pre-design and design phase of the project.  Expenses incurred prior to any State approval would not be eligible for funding.

 

The current total project cost not including underpasses is $1,860,000.  The total of the costs together at this time is estimated to be $4,360,000.

 

Tentative Timelines:                     

The following is the current intersection project schedule.

                     Proposals Due  - March 1, 2019

                     Proposal Award  - March 19, 2019

                     30% Design Plans - June 1, 2019

                     Approve Plans and Specifications - November/December 2019

                     Bid Opening - January 2020

                     Construction - Summer 2020
