SUMMARY AND ACTION REQUESTED:

The HPC is requested to appoint a member to serve on the PARC.

 

BACKGROUND:

The City of Northfield values the arts and has adopted an Arts in Public Places policy. The Northfield Arts and Culture Commission (ACC) is designated to develop and advocate for art and design standards for city facilities, public areas, and private development that will present a coherent image of Northfield as a place of unique aesthetic, architectural, and cultural identity. This is the Art in Public Places Policy which outlies the process for the formation of a PARC to review public art proposals to ensure a positive impact on civic quality of life and the aesthetic environment.

The PARCs are ad hoc committees whose composition changes with each project. According to the banner policy, a member of the HPC is needed on the PARC for banners in the historic district. The ACC recommends members to the City Administrator for approval. HPC involvement is not required for other banners outside of the Historic District.
