Consider Permanent Highway Easement for Rice County State Aid Highway 1.

Action Requested:                     

The Northfield City Council approves a Resolution authorizing a Permanent Highway Easement over that portion of Parcel 19 on Rice County Highway Right of Way Plat No. 33.

 

Summary Report:

On January 17, 2017, the City Council authorized funding participation for the Rice County State Aid Road (CSAH) 1 Pedestrian Underpass and Trail that will be constructed with the reconstruction project in 2018.  The underpass and trail will connect the City of Dundas to the City of Northfield via the trail in Char Carlson Park.

 

The County is nearing the completion of the design phase of the project. In that process, the County has identified the highway easements necessary to complete the improvement project.  A portion of the highway easement is necessary for the trail and underpass connection in Char Carlson Park.  The County is requesting an easement over 0.042 acres of Outlot I, Locust Development.  The map of this area is shown in Exhibit B of the attached Rice County Highway Plat No. 33 Easement as Parcel 19.

 

Staff is recommending that Council move forward with authorization of the easement.

 

As a separate but related issue, the County is in development of the cost participation agreement related to the trail development project included with this project that was previously authorized by City Council.  We anticipate the agreement to be received and processed for Council consideration in 2017.  There are City funds included in the 2018 preliminary budget related to Northfield’s anticipated contribution amount consistent with previous City Council action.
