Consider Accepting Bids and Awarding Contract - Fire Station Expansion and Remodel Project

Action Requested:
The Northfield City Council approves the attached Resolution accepting bids and awarding the contract for the Fire Station Expansion and Remodel Project FACL2015-M07.

Summary Report:
The City Council is being asked to award the contract for the Fire Station Expansion and Remodel Project). The Plans and Specifications were completed by DJ Medin Architect and at the March 13, 2018 City Council Meeting, the Council authorized the advertisement for bids via Resolution 2018-027. The project was advertised and the ad for bid was published in the Northfield News, and on the MnDOT eAdvert site and City of Northfield website.

The City received seven (7) competitive bids, which were publicly opened and tabulated on April 12, 2018 at 2:00 p.m. The bids ranged from $3,393,000 to $3,958,000 with the lowest responsible bidder being the Joseph Company, Inc. with a total bid amount of $3,393,000. The project construction cost was slightly over the architects estimate, however the overall project costs including overhead (soft costs) will provide the project with an 8% contingency. Therefore, staff recommends awarding the project.
On April 19, the NAFRS Board recommended the City proceed with the project. The Northfield Rural Fire Protection District met on April 23, 2018 and recommended proceeding (Attachment 3) and the City of Dundas recommend proceeding with the project on April 23, 2018 (Attachment 5).
Alternative Options:
City Council may decide not to award this project; however, the existing building is in need of significant investments in the coming years.

Financial Impacts:
