Consider Amendments to Council Rules of Business and Appendices.

Action Requested:
The Northfield City Council approves a resolution to approve the amendments to the attached Council Rules of Business and related Appendices going into effect October 15, 2024.
Summary Report:
City Staff engaged in conversations with Mayor Pownell and Councilors Peterson-White and Holmes recently after we’ve completed the updated listening sessions to reflect on any revisions. To optimize our time for agenda items, the Council and staff discussed revising these guidelines. This would allow the Council to proceed to other agenda topics if no residents attend the listening sessions or if discussions conclude before 6:20 p.m., rather than pausing until 6:30 p.m. These updates are reflected in the attached redlined version of the Council Rules of Business and Appendices.
The sections changed in the Council Rules of Business include: City Council Meetings; Meeting Agenda; Appendix C: Public Participation Guide; and Appendix E: Listening Session Guidelines. Once adopted, these changes will go into effect at the October 15, 2024 Council Meeting.
The City Council conducts an annual review of the Council Rules of Business and related Appendices, making amendments as needed. There will be another review scheduled in January for all the rules. No other changes are anticipated for the remainder of the year.
Alternative Options:
The Council could leave the Council Rules of Business as is and not amend and the current Rules of Business would remain in place.
