Update on Property Owned by the City of Northfield Housing and Redevelopment Authority (HRA).

Summary Report:
Pursuant to Minn. Stat. Section 469.001 to 469.047, the HRA is legally permitted to acquire real property for the following purposes:
* To provide a sufficient supply of adequate, safe, and sanitary dwellings in order to protect the health, safety, morals, and welfare of the citizens of the City of Northfield;
* To clear and redevelop blighted areas;
* To perform those duties according to the comprehensive plan of the City of Northfield;
* To remedy the shortage of housing for low- and moderate-income residents, and to redevelop blighted areas, in situations which private enterprise would not act without government participation or subsidies.
Historically, the HRA has acquired land through tax forfeiture and direct negotiation with the property owner. At the October 28, 2022 regular HRA meeting, the Board came to a consensus to sell the existing HRA owned rental properties. The decision was based on several factors, primarily:
* The HRA/City are not setup as landlords for residential properties;
o Financial mechanisms are not in place to support on-going management of rental properties;
o No maintenance technicians, repairs and maintenance are contracted out on an as-needed basis;
* Staff time constraints.
