Discussion on Energy Rebate Programs

Action Requested:
Receive a presentation on the Residential Rebate Program and Climate Champion Rebate Program and provide recommendations or feedback on the programs.
Summary Report:
The City’s Residential Rebate Program provides incentives for qualifying homeowners to make eligible energy efficiency improvements. The program matches 50% of eligible Xcel Energy rebates, up to $2,500, and is funded through the City’s Carbon Reduction Fund. The program has experienced strong demand, with available funding fully committed each year. A review of program participation data from 2024 and 2025 provides additional insight into who has participated and how the program is being utilized.
The Climate Champion Rebate Program provides similar incentives for eligible businesses and is in the early stages of implementation. Both programs support eligible improvements such as furnaces, air conditioners, water heaters, air sealing, insulation, heat pumps, and lighting. The presentation will provide an overview of both programs, including participation, eligibility, eligible improvements, and funding, and offer an opportunity for EQC to discuss the programs and consider potential recommendations.
