Staff Updates on Outstanding Community Development Items and City-Wide projects

Action Requested:                     

No action. There are a number of outstanding items related to Community Development. Below is a summary update on each item. Staff will provide an update during the meeting and the Board has the opportunity to discuss each item individually if desired.

 

Summary Report:

 

City Redevelopment Projects, EDA, HRA, Planning Applications & Related Updates

                     See hyperlink on the City’s Construction & Development Map.

                     The EDA is the body responsible for the 5th and Water Redevelopment Project. An update is provided in this packet.

                     Standard Companies’ application for bond allocation was approved, and they are moving forward with their tax credit application to MN Housing Finance Agency for Jefferson Square Townhomes. The City Council will need to hold a Public Hearing for final approval in fall 2025.

                     Rental licensing updates: Staff will host workshops regarding how to be a successful rental license holder, including information on how to own and manage a short-term rental. The first two workshops focus on landlord/property management/owner workshops will be offered on Wednesday, September 17, 5:00-&:30 and Saturday, September 20, 11:30-2:00 at the Northfield Library Bunday Room.

                     HRA Owned Rental Properties:

o                     2330 EL - Closed Meeting. Public Hearing will happen at the next HRA Meeting.

                     The redesign of the city’s zoning code (Land Development Code update) will include opportunities for HRA board member to review and comment on draft language. One of the primary goals of the redesign is addressing legibility of the code, particularly in terms of reducing costs to build homes in Northfield.
