Consideration of a Conditional Use Permit for Off-Street Parking at 212 Division St. S.

Action Requested:
The Northfield City Council is requested to approve Manawa LLC's application for a Conditional Use Permit (CUP) for off-street parking at 212 Division St. S. The CUP is for the new construction of 34 lower level off-street parking stalls, additional bike parking standards and electric vehicle charging.

Summary Report:
The applicant, Manawa LLC, has applied for a CUP for 212 Division St. S. The proposed project includes 42 residential units (mix of long-term and short-term rentals), mixed commercial space (retail and restaurant space) and 34 lower level off-street parking stalls. The site development standards for the C1-B: Downtown zoning district denote in Table 3.2-5: Historic District Sub-District standards on parking. One of the requirements states, "Off-street parking is allowed only by Conditional Use Permit in this sub-district."

The Planning Commission (PC) met on October 19, 2023 and approved a resolution with recommendations to City Council. The resolution includes the proposed 34 lower level parking stalls, staff's initial recommendation, and the PC added conditions to include higher standards for bike parking and electric vehicle (EV) charging. The PC's recommendations are supported by city staff and have been incorporated in the resolution provided to City Council.

The Zoning Board of Appeals (ZBA) approved two variance requests (one for height and the other a setback) at their October 19, 2023 meeting.
