Action Requested:                     

The Northfield City Council approves Victoria McGrath, Ph.D., SPHR, McGrath Human Resources Group, to conduct the Job Classification and Compensation Study, and authorizes the Mayor and City Clerk to execute the contract.

 

Summary Report:

The Northfield City Council approved the Compensation and Classification Study Request for Proposal February 2016 at the February 16, 2016 City Council meeting.

 

The City received five proposals for services by the March 11, 2016 due date from Arthur J. Gallagher & Co. (Fox Lawson & Associates), Flaherty & Hood, McGrath Human Resources Group, Orion Human Resources Group, and Springsted Incorporated.

 

Three firms were interviewed on Tuesday, June 21, 2016 at City Hall:  Flaherty & Hood, McGrath Human Resources Group, and Springsted Incorporated.  Mayor Graham, Council Member Pownell, City Administrator Martig, and Communications & Human Resources Manager Mahowald conducted the interviews.  The panel unanimously chose McGrath Human Resources Group as top consultant for City Council consideration and approval.

 

Reference checks, request of sample reports, and follow-up discussion were conducted as part of the final selection process.

 

McGrath Human Resources Group meets the City of Northfield’s job classification and compensation study consultant requirements.  The attached contract allows McGrath Human Resources Group to conduct the study upon authorization.

Financial Impacts:

$20,000 was budgeted for the study.  There are two components to the project.  Staff is asking for authorization of the compensation study at a cost of $18,983 at this time.
