Summary Report:

The initial attached ordinance draft is included (attachment 1).  This was discussed at the July 10, 2025 Charter Commission meeting.

 

After the July 10th meeting, staff reviewed the video and followed up on questions the Commission had.  Answers to those inquiries, which include input from the City Attorney and the Leage of Minnesota Cities (LMC) is attached (attachment 2) as is an updated ordinance draft (attachment 3).  This draft includes edits suggested by the City Attorney after consultation with the LMC.  The LMC pointed out a section of Minnesota State Statute on election laws that is referenced in attachment 2.
