Consideration of a Stormwater Maintenance Agreement - Allina Health System

Action Requested:
The Northfield City Council approves a Motion authorizing the City to enter into a required Maintenance Agreement and Maintenance Plan with Allina Health System for private stormwater management facilities at 1450 Clinton Lane.
Summary Report:
Allina Health System has submitted plans to the City of Northfield for a parking lot expansion located at 1450 Clinton Lane, which is directly adjacent to their clinic facility located at 1400 Jefferson Road. The project was reviewed per City Code and the project has received Site Plan approval to proceed with the parking lot improvement. According to Northfield City Code, Chapter 22 - Environment, stormwater treatment is required to treat the additional stormwater generated from the added impervious surfaced parking lot. A proposed privately owned bio-filtration basin is slated for construction to satisfy the stormwater treatment requirements.
Additionally, the City of Northfield Ordinance Section 22-306 (Attachment 1) requires the execution of a Maintenance Agreement (Attachment 2) with the City of Northfield to ensure proper inspections and maintenance are performed on the proposed stormwater management facility. This agreement also grants the City of Northfield and its representatives right of entry for the purposes of inspecting the proposed strormwater management facility, and performing any maintenance on the stormwater management facility should the owner fail to perform required maintenance detailed out in the Maintenance Agreement.
Financial Impacts:
There are no financial obligations for the City of Northfield with this agreement.
