Consider Amendments to Council Rules of Business and Appendices.

Action Requested:                     

The Northfield City Council approves a resolution to approve the amendments to the attached Council Rules of Business and related Appendices going into effect January 7, 2026.

 

Summary Report:

The City Council conducts an annual review of the Council Rules of Business and related Appendices, making amendments as needed.  Throughout the year staff notes changes to incorporate at the annual review to bring the Rules of Business up to date.  A redline version of the updates is attached.  This year the following changes/amendments are proposed:

 

1.                     Amending any references to open public comment starting at 6:00 pm and concluding no later than 6:20 pm.  Due to HRA meetings occurring before some City Council meetings, wording was left more ambiguous since the length of the HRA meeting may vary and open public comment will not necessarily start at 6:00 pm.

2.                     Streamlining the description of City Council meetings and work sessions at the beginning of the document.

3.                     Moving the directions for public comments during the open public comments section of the agenda from the beginning of the document to the Meeting Agenda portion of the meeting to better align with the directions for public comment during other portions of the agenda.

 

Alternative Options:

The Council can choose not to amend the Rules of Business or can propose other changes.  If Council chooses to make other changes, the item can be pulled from the consent agenda for discussion on the regular agenda.

                     January 7, 2026 - Council Rules of Business goes into effect
