The Northfield City Council approves summary publication of Ordinance No. 1018 - Implementing an Electric Service Franchise Fee on Northern States Power Company, a Minnesota Corporation, D/B/A Xcel Energy, Its Successors and Assigns, for Providing Electric Service within the City of Northfield.
Summary Report:
The Northfield City Council has completed the first and second readings of Ordinance No. 1018 regarding the Implementation of an Electric Service Franchise Fee. City Charter Section 4.10 permits summary publication of ordinances.
Alternative Options:
The City Council could direct staff to publish the entire ordinance.
Financial Impacts:
The cost to publish the entire ordinance would be approximately 4 times more than the cost to publish the summary.
Tentative Timelines:
• First reading of ordinance November 10, 2020.
• Second reading of ordinance November 17, 2020.
• Summary publication approval requested November 17, 2020
• Ordinance effective 30 days after publication and 90 days after sending written notice to the Company.
