The Northfield City Council approves the attached Resolution Amending the 2026 Carted Yard Waste Rate.
Summary Report:
In 2025 staff solicited an RFP for hauling services for refuse/recycling/carted yard waste. The proposal responses were competitive, and we saw a 20% reduction in hauling service costs related to refuse and recycling. In addition, carted yard waste service is a voluntary sign-up offering to residents and carted yard waste service also saw a 33% reduction for this service.
The Council approved the 5-year contract with DSI for refuse/recycling/yard waste on December 2, 2025. With the new pricing, staff are recommending amending the 2026 carted yard waste service rate. Staff aren’t proposing to amend refuse rate at this time, while the refuse hauling price decreased by 20%, Rice County landfill tipping fees are going up 12%.
On September 23, 2025 Council adopted 2026 Utility Fee Schedule that includes rates for refuse, recycling, and carted yard waste service. This proposed resolution will amend the 2026 carted yard waste service from $97.78 to $65.00 for 2026.
