Consideration of Amendments to 2025-2028 Strategic Plan

Action Requested:                     

Council approves a motion amending the 2025-2028 Strategic Plan.

 

Summary Report:

Staff recommends Council action to make the following two amendments to the strategic plan (see attached 1-page summary redline):

1.                     Change in Improve Financial Strength metric (annual adoption of 5-year financial plan)

2.                     Eliminate the following related to downtown parking:

   Desired Outcome:                                            Downtown parking needs are met

   Key Outcome Indicator:                      “Managed parking plan adoption” and

 “Parking need assessment”

Target:                     Comprehensive downtown parking solution in place by 12/2026

Strategic Initiative:                     Create downtown managed parking plan

The City Council reviewed the proposal on October 21 and were provided another opportunity for feedback on November 18th.  There were no objections raised related to the proposed amendments.  The City Administrator did report an intent to have programmed on the consent agenda since there were no objections.

The Strategic Plan serves as the guiding framework for aligning organizational efforts with community priorities through four key focus areas:

                     Improve Financial Strength

                     Increase Housing Availability

                     Achieve Infrastructure Sustainability

                     Enhance Service Delivery

The strategic plan report and presentation from the October 21, 2025 City Council meeting are attached.
