Action Requested:
The Northfield City Council holds a public hearing on the 2018 Division and Seventh Street Reconstruction and Washington Street Overlay (STRT2018-A37). This hearing is also known as the "Improvement Hearing".

Summary Report:
The City Council is being asked to hold a public hearing on the 2018 Division and Seventh Street Reconstruction and Washington Street Overlay (STRT2018-A37) regarding the improvements. The purpose of this hearing is to allow for public comment regarding the project and findings of the feasibility study. Due to the uniqueness of this project and the public engagement that has taken place prior to the improvement hearing, staff would like to hear from Council after public input is taken to try to determine if there are any amendments that need to be made to the final concepts, as a Council vote of 6/7 is required to order the improvement.

The required 10-day notice for the improvement hearing was published in the Northfield News on October 25 and November 1, 2017, and notices (Attachment 1) were sent to property owners along the project corridor on October 24, 2017.

The actions requested above are required by Minnesota Statutes Chapter 429, which specifies the actions that must be taken to assess property owners for the cost of local improvements. The City Council has moved this project forward to this point with the actions shown on the project process (Attachment 2).
