Action Requested:
The Northfield City Council is asked to approve a Resolution approving the cannabis retail registration for Maverick Greens L.L.C. to operate a cannabis microbusiness with a retail operations endorsement at 2010 Jefferson Rd, Suite C.

Summary Report:
Fares Ibrahim (the "applicant"), has received Preliminary License Approval from the State of Minnesota Office of Cannabis Management to operate a cannabis microbusiness. The applicant applied for a Conditional Use Permit (CUP) to operate a cannabis retail establishment at 2010 Jefferson Rd, Suite C and this CUP was approved by the City Council at their December 2, 2025 meeting. The next step in the process is for the City to approve the application.

The following is the limit on the number of cannabis licenses allowed within the City of Northfield per City Code:

Sec. 30-122. Limitation of registrations.
The city shall limit the number of cannabis retail businesses to no fewer than one registration for every 12,500 residents within the city, excluding medical cannabis combination businesses and any potential municipal cannabis store, and shall issue no more than two (2) cannabis retail business registrations. The city shall include in its count of active retail registrations any cannabis retail business operating under a Tribal compact or a Tribally issued license or registration. If there is one active cannabis retail business registration for every 12,500 residents in the applicable county, the city shall not be required to register additional state-licensed cannabis retail businesses.
