Resolution Calling for a Public Hearing Establishing the Harvest Hills Tax Increment Financing District (“TIF”).

Action Requested:                     

The Northfield City Council approves Resolution calling for a public hearing establishing the Harvest Hills TIF District.

 

Summary Report:

Staff is working on proposing a TIF district and plan for rental housing. The developer has identified the project as Harvest Hills. This will be a phased development, with 38 units in phase one, mostly of duplex and triplexes. The developer has submitted site plans and project information.

 

As with all housing TIF districts, this project will have affordability requirements as mandated by state statute. The developer can select between providing 20% of the units at or below 50% area median income (AMI) or 40% of the units at or below 60% AMI. Initial financial analysis completed by Ehlers concludes that public assistance would be required to build this project. Calling for a public hearing is the next step in this process.

“New housing development meets defined community needs and diversifies the housing options available to resident by being complementary to existing housing.

 

 

Alternative Options:

The council could decide not to proceed with this public hearing or resolution at this time.

 

Financial Impacts:                     

The developer pays all associated fees for evaluating and setting up the TIF District which will cost approximately $15,000.

April 16                     Planning Commission reviews preliminary plat and considers TIF plans in accordance with Northfield 2045
