Consideration of Resolution Order Feasibility Report 2026 Spring Creek Road Reconstruction and Mill Towns State Trail Improvements Project STRT2026-A84 (which rescinds Resolution 2024-056 and approving resolution Ordering the Feasibility Report 2026 Spring Creek Road Reconstruction and Mill Towns State Trail Improvement Project).

Action Requested:
The Northfield City Council approves the attached Resolution ordering the preparation of a feasibility report for the 2026 Spring Creek Road Reconstruction and Mill Towns Trail Improvements Project, STRT2026-A84.
Summary Report:
City Council originally approved Resolution 2024-056 (Attachment 2) that was amended at the meeting to include the language "and explore the alignment following Spring Creek to Woodley Street". City Staff discussed this amendment at the June 11, 2024 City Council Work Session to amend the resolution back to the original language as to not explore that alignment at this time, and look into the alignment as development occurs in the noted area.
Alternative Options:
The City Council could decide not to approve this amendment; however, this could potentially delay the project while this area is analyzed for the trail connection.
Financial Impacts:
The estimated project cost as indicated in the adopted 2024-2028 CIP is $2,208,624, which would be funded via state aid. If the City Council authorizes the preparation of a feasibility study, staff will review the estimated project costs, funding sources, and provide additional detail as part of the acceptance of the feasibility report.
