The Northfield City Council is asked to approve the attached Resolution for a minor subdivision combining 504 & 508 Ivanhoe Ave.
Summary Report:
The applicants, Dean and Julia Albertson, have applied to combine Lot 2, Block 1, and Lot 3 Block 1, Roberts Woods. The resulting single parcel will remain zoned N2-B Neighborhood General Neighborhood l. The subdivision will combine two buildable parcels to create a single buildable parcel on Ivanhoe Ave.
According to Article 8 of the Northfield Land Development Code (LDC), a minor subdivision follows a Type 5 review procedure. Type 5 review procedure decisions are made by the City Council with staff recommendation and do not require a public hearing at the Planning Commission. The criteria and findings are attached to the resolution.
Generally, the lot combination is consistent with the required criteria of a minor subdivision. However, following required findings could provide grounds for approval or denial.
(1) The subdivision or consolidation must be in general compliance with the comprehensive plan;
The comprehensive plan calls for intensification within existing city limits and identifies this area as Mixed Use Residential Neighborhood on the Future Land Use Map. Residential uses are appropriate, including single-family residences. However, the reduction in density does not advance City goals related to improving tax productivity, equity, or additional housing.
(2) The subdivision or consolidation must meet the purpose and intent of this LDC;
