Discuss Wall Street Road Improvement Project Schedule and Plazas.

 

Summary Report:

The City has completed final plans for the Wall Street Improvement project.  The project was initially thought to be a potential 2024 project.  The project is now slated for construction in 2025. 

 

Rice County is currently negotiating with property owners for Right-of-Way acquisition.  It is anticipated that this may be completed late summer/fall 2024.  Staff plans on bringing plans for bidding in January of 2025 with construction in the spring of 2025. 

 

On a positive note the County received bridge bond funding for the Spring Creek bridge, this will help reduce our local participation on this.  The county received $785K.  The bridge cost is about $1 Million, so the city will split the remaining cost with the County about $108K for the City.

 

One item for discussion is the Gateway Plaza in the NW corner of Wall Street and Spring Creek Road.  Carleton has had some concern with the size.  We have created the attached illustration to get a feel for the size in relation to a family sitting on the seat wall and other bikers passing.

 

We have inlaid the concept in a figure in memorial park and painted it on-site for viewing.  Staff will be looking for any feedback from Council on the plaza.
