Consider Accepting Bids and Awarding Contract - TH 246 East Side Trail Project.

Action Requested:
Staff recommends approval of the Resolution (Attachment 1) accepting bids and awarding the contract for the TH 246 East Side Trail Project (STRT2024-A79).

Summary Report:
The City Council is being asked to award the contract for the TH 246 East Side Trail Project (STRT2024-A79). The Plans and Specifications were completed by Short Elliot Hendrickson, Inc., and at the June 4, 2024 City Council Meeting, the Council authorized the advertisement for bids via Resolution 2024-055. The ad for bid was published in the Northfield News, on the MnDOT eAdvert site, and the City of Northfield website.

The project scope includes work on the following Improvements (Attachment 2):

* Trail installation on the east side of TH 246 from the Roundabout at Jefferson Parkway and TH 246 to the RRFB at the Northfield High School Entrance.

The City received three (3) competitive bids (Attachment 3), which were publicly opened and tabulated on July 11, 2024 at 2:00 p.m. The bids ranged from $514,491.10 to $694,789.00 with the lowest responsible bidder being UrbanEdge Solutions and Supply, LLC with a total bid amount of $514,491.10. This compared to the engineers estimate of $606,926.25. This project is identified in the 2024-2028 Capital Improvement Plan (CIP), and funding for the project is a combination of MnDOT Local Partnership Program (LPP) funds and Capital Reserve Funding as outlined in Attachment 4.

Staff is recommending that the project be awarded. The Grant received by the City of Northfield is a Fiscal Year (FY) 2024-2025, therefore the funds are available from July 1, 2024 to June 30, 2025.
