Consider Approving Plans and Specifications and Order Advertisement for Bids for the Honeylocust Drive East Cannon River Trail (ECRT) Connection Project.

Action Requested:
The City Council considers approval of the attached Resolution approving the plans and specifications and authorizing the advertisement for bids for the Honeylocust Drive ECRT Connection Project (STRT2021-A56).

Summary Report:
The City Council is asked to pass a resolution approving the plans and specifications and authorizing the advertisement for bids for the Honeylocust Drive ECRT Connection Project (STRT2021-A56) (Attachment 2).

The action requested is the next required step to move this project forward. To date, the City Council has moved this project forward with the actions shown on the project process (Attachment 3). The plans and specifications will be available on the City's website. The project will be advertised for a minimum of 21 days in the Northfield News and on MnDOT's e-Advert site. Staff is proposing to open bids at 2:00 p.m. on December 21, 2023. Results will be reviewed, tabulated and then presented to the City Council on January 9, 2024 with a recommendation to award the project. Construction is anticipated to begin in the winter of 2024.

This project was originally added into the 2021 Reclamation and Overlay Project back in 2020. However, the project was ultimately excluded from that project. Staff brought back the project as a standalone project, and City Council Authorized Preparation of Plans and Specifications via Resolution 2020-104 at its October 20, 2022 City Council Meeting.
