No formal action is requested. Staff and the developer of Gracewin Senior Cooperative will discuss potential variance concerns related to the proposed site plan with the Planning Commission.

Summary Report:
Gracewin Senior Cooperative is a proposed senior housing project just north of North Avenue in the new Cedar Meadows development. In April 2026, the developer met with City staff in a pre-application meeting to review their initial site plan. The developer has made their site plan through iterations of the project with the intent of meeting the Land Development Code based on staff feedback. The parcel is zoned as N2-B and has specific minimum and maximum setbacks. Additionally, there is a utility easement on the southeast portion of the property. The developer's proposed building plan does not conform with the Land Development Code standards for two main reasons:

1) Setbacks: The building, specifically the front ficade, is not within the minimum and maximum setback established by the code.

2) Irregular Shape of Building: All residential development shall be located parallel to the associated street or be consistent with existing development patterns rather than being sited at unconventional angles, unless irregular lot layouts require alternative orientations. Such alternative orientations shall be subject to approval by the city planner.

The applicant has not yet submitted a site plan for full review so other issues may arise. Staff have provided feedback that other shapes of buildings would be in line with the intent of the Land Development Code.
