Action Requested:
The Heritage Preservation Commission is asked to review and approve the Certificate of Appropriateness (HPC Resolution 2025-004) for rehabilitation of the rear fa?ade and site improvements at 319 Water St. - Ames Mill.

Summary Report:
The applicant, Loeffler Construction, on behalf of owner Post Consumer Brands, is applying for a Certificate of Appropriateness for site improvements to the parking lot in the rear of the historic Ames Mill, and for some rehabilitation work to a portion of the building adjacent to the parking area to be improved. A detailed scope of work is attached, which describes the primary purposes of addressing grading and water infiltration issues and reinforcing a deteriorating portion of the concrete block wall.

The rear parking lot includes a portion of an abandoned rail spur that historically served the mill. The area to be repaved does not include this portion of the parking lot. The filling of the tunnels described in the attached narrative is considered interior work and is not subject to HPC review.

The location of the "concrete haunch" is identified on page 10 of the permitting plans. The construction detail is located on the lower right of page 11 of the permitting plans.

Of the seven criteria to be considered by the HPC, the required finding is met, two are not applicable, and four are met.

Attached is a draft resolution for the HPC to review. HPC members can contact staff in advance to make edits if there are any proposed changes.

Staff recommends approval of the COA.
