Action Requested:
The Northfield City Council approves the attached Resolution of support to Dakota County for the additional funding for Phase 1 Waterford Bridge Construction related to Mill Towns State Trail.
Summary Report:
In December of 2019 Waterford Township was awarded $342,818 for phase one restoration of the Waterford Bridge. The Township signed a Joint Powers Agreement with Dakota County for the administration and cash flow of the Bridge Grant. The engineering estimate for the project was prepared in 2019 at $332,015 by LHB. COVID-19 delayed the RFP process until March 2021. The two bids received in May came in at 39.85% and 69.06% over the engineering estimates.
With the bid exceeding the engineering estimate the Township will be meeting to determine how much additional funding support it may be able to provide.
The City of Northfield is currently developing plans for this segment of Mill Towns State Trail in collaboration with the MnDNR. The restoration of Waterford Bridge is an important crossing of the Cannon River for the Mill Town State Trail.
Staff is recommending the attached resolution of support be sent to Dakota County to keep this project moving forward, with long term regional goal of the complete construction of Mill Towns State Trail.
