Consideration of a Stormwater Maintenance Agreement with Carleton College.

Action Requested:                     

The Northfield City Council approves a Motion authorizing the City to enter into a required Maintenance Agreement and Maintenance Plan with Carleton College for private stormwater management facilities for the Carleton College Three Oaks Drive Reconstruction.

 

Summary Report:

The Development Review Committee approved a site plan for improvements consisting of a road reconstruction and parking lot alteration. As part of the project, to meet stormwater requirements, private on-site stormwater facilities were approved to collect, convey and treat stormwater runoff.

 

According to Northfield City Code, Chapter 22 - Environment, stormwater treatment is required to treat the additional stormwater generated from the added impervious surface on the site.  Linda Weingarten, Associate Vice President of Facilities and Capital Planning for Carleton College, has executed the agreement and is ready for the city to execute the agreement.

 

The City of Northfield Ordinance Section 22-306 requires the execution of a Maintenance Agreement (Attachment 1) with the City of Northfield to ensure proper inspections and maintenance are performed on the proposed stormwater management facility.  This agreement also grants the City of Northfield and its representatives right of entry for the purpose of inspecting the stormwater management facilities, and performing any maintenance on the stormwater management facilities should the owner fail to perform the required maintenance detailed in the Maintenance Agreement.  

 

Financial Impacts:                     

There are no financial obligations for the City of Northfield with this agreement.
