Action Requested:
The Northfield City Council considers a Resolution Approving Amendment to Section 8.36 Paid Family Parental Leave for the Employee Handbook.
Summary Report:
On October 6, 2025, the Council Employment Policy Committee met, reviewed the policy, and recommended the updated policy to be placed on the November 4, 2025 City Council agenda for approval.
Revised policy has been updated to more accurately reflect desired proper administration of policy and procedure under the Minnesota Paid Leave law effective January 1, 2026 and best practices.
8.36 Paid Family Parental Leave
Effective January 1, 2026 replace 8.36 Paid Family and Parental Leave with Minnesota Paid Family Leave handbook policy.

Financial Impacts:
Paid Leave is a social insurance program administered by the State of Minnesota. Both employers and employees will contribute 50/50 premiums to the fund.
Benefit payments administered by the State of Minnesota will cover a portion of an individual’s usual pay during a qualified leave. Eligibility for payments will be based on earning in the previous year.
Tentative Timelines:
The City of Northfield Human Resources staff will inform each employee about Paid Leave by December 1, 2025.
The Minnesota Paid Leave law is effective January 1, 2026.
