Consider Motion for Contract Amendment #2 for Professional Services for the Wall Street Road Improvements Project.

Action Requested:
The Northfield City Council approves a Motion for Amendment 2 (Attachment 1) to the professional service agreement with Bolton and Menk, Inc. for City Project (STRT2022-A70) Wall Street Road Improvements Project in the amount of $316,712.00.
Summary Report:
At the November 15, 2022, City Council meeting, City Council approved the Professional Services Agreement for the Wall Street Road Improvements project via Motion 2022-145 for a total of $448,954. Amendment #1 in the amount of $157,797 was approved via Motion 23-1310 at the July 11, 2023, City Council Meeting.
Approval of this amendment would bring the total contract amount to $923,463, this is still only 18% overhead cost for the project which is generally in line with the professional service costs we see on Street Improvement projects.
There have been several major changes made to the project scope and design that have driven the need for this amendment. They include:
* Numerous Project Corridor Designs
* Box Culvert Design
* Development of Separate Bridge Design Package (Allowed utilization of $784,540 in State Bridge Funding)
* Additional Plaza Designs
* Additional property acquisition exhibits
* Additional Construction Services
Alternative Options:
The Council could decide not to approve the Contract Amendment; however, a majority of the costs have already been accrued with the exception of the Construction Services. Rice County approved the amendment at its March 25, 2025, Board of Commissioners meeting.
