Latino Economic Development Center (LEDC) Contract Approval.

Action Report:
The EDA Board shall make a motion to approve the drafted contract for services with the Latino Economic Development Center (LEDC).
Summary Report:
The Northfield EDA entered into a Memorandum of Understanding (MOU) with the Latino Economic Development Center (LEDC) in March of this year. See the MOU document attached for reference. The MOU has a duration of six months, which will conclude in the middle of September.
Prior to the MOU ending, the Executive Director of LEDC, Alma Flores, prepared a presentation detailing the success LEDC has achieved working in Northfield, which was presented at the August EDA meeting. See that presentation attached. Additionally, City staff executed an assignment of contract between MCCD and LEDC. See attached. LEDC has agreed to carry out the final months on the EDA’s contract for services with MCCD.
With the success of LEDC’s engagement in Northfield, EDA staff has produced a 3-year contract for services with LEDC to position that organization as the EDA’s technical assistance consultant. Staff will present the contract to the EDA Board and seek approval of the contract.
Alternative Options:
The EDA Board may take any alternative options decided by the board.
Financial Impacts:
The contract for services has a fee of $25,000 for the first year of the contract. The second and third years of the contract increase by $5,000 every year. The scope of services also provides for a fee beyond the program hours. See the contract for additional information.
Tentative Timeline:
The effective dates of the contract are January 1, 2026 through December 31, 2028.
LEDC is required to present twice each year to the full board in April and October.
