Staff recommends approval of the attached Resolution (Attachment 1) accepting bids and awarding the contract for the Mill Towns State Trail - Woodley Street to Waterford Bridge Project.

 

Summary Report:

The City Council is being asked to award the contract for the Mill Towns State Trail - Woodley Street to Waterford Bridge Project. The Plans and Specifications were completed by I&S Group and approved at the May 6, 2025, City Council Meeting, the Council authorized the advertisement for bids via Resolution 2025-045. The ad for bid was published in the Northfield News, on the QuestCDN, and the City of Northfield website.

 

The City received (5) competitive bids (Attachment 2), which were publicly opened and tabulated on June 5, 2025, at 2:00 p.m.  The bids ranged from $5,179,689.36 to $5,993,505.30 with the lowest responsible bidder being Icon LLC with a total bid amount of $5,179,689.36. This compared to the engineer’s estimate of $5,154,828. 

 

The City received State Bonding for funding of the project.  The bid was within the allocated funding for this segment of the trail.

 

Staff recommends awarding the project, construction will occur over 2025 and 2026 construction seasons.
