Consider Approving Professional Service Agreement for the Northfield Regional Transit Hub.

Action Requested:
The Northfield City Council approves a Motion for a professional service agreement (Attachment 1) with Collaborative Design Group for City Project (FACL2021-M24) Northfield Regional Transit Hub Project in the amount of $143,880.

Summary Report:
The City of Northfield sent Requests for Proposals (RFP) (Attachment 2) out to numerous Architectural Firms for the proposed project. Since this project is funded through General Obligation Bond Proceeds, the RFP was structured using a MnDOT template which evaluated proposals based on each firm's experience with similar projects, project personnel, and project delivery. The firms were not evaluated on costs. The RFP required that all costs for the proposal be submitted in a separate envelope, and only opened if the firm is the recommended organization.

The City of Northfield received three completed proposals for evaluation. The evaluation team included City of Northfield Public Works Staff, Community Development Staff, and a member of the Save the Northfield Depot Board of Directors.

Staff reviewed the proposals and is recommending Collaborative Design Group (CDG) be retained for professional services. CDG's proposal demonstrated their extensive background in delivering projects of similar scope to the Northfield Regional Transit Hub Project and working with Historic Buildings.

The Council could decide not to enter into a contract with a design firm for this project; however, this will delay the project,
