Update on Proposed Amendment to Charter Section 4.1.

Summary Report:

At the May 14, 2026 meeting, the Charter Commission approved an amendment to Charter Section 4.1 related to the timing and process of the Oath of Office for members of Council.  As Chair, I submitted the proposed amendment to the City Council, via City Administrator Ben Martig, on May 27, 2026 (attachment 2).  At their June 2, 2026 City Council meeting, the Council accepted the amendment and set a public hearing for July 7, 2026 (attachment 3).  A link to that meeting video is attached (attachment 4).

 

The amendment in ordinance form is attached (attachment 1).  The first reading is scheduled for July 7, 2026 after the public hearing and the second reading is scheduled for a special meeting on July 14, 2026.  Charter amendments require a 7/7 affirmative vote of the City Council and due to Council absences, a special meeting will be held as opposed to pushing the second reading into late August.  The modified Charter Section 4.1 amendment schedule is attached (attachment 5).
