Action Requested:
The Northfield City Council approves the Motion authorizing submittal of Application for the State Transportation Improvement Project (STIP) - Fiscal Year 2030 - Jefferson Road and Honeylocust Drive Mill and Overlay.

Summary Report:
The State Transportation Improvement Program (STIP) is a comprehensive, four-year schedule of planned transportation projects to maintain and improve the transportation system in Minnesota for state fiscal years 2027, 2028, 2029 and 2030. These projects are for state trunk highways, local roads and bridges, rail crossings, port development and transit capital and operating assistance.

The STIP is the statewide transportation program on which the Minnesota Department of Transportation, state and local governments and community and business interest groups worked together in eight District Area Transportation Partnerships (ATPs), discussed regional priorities and reached agreement on important transportation investment decisions.

Staff is requesting to submit a STIP application for the Fiscal Year (FY) 2030 for a mill and overlay on Jefferson Road/Poplar Street from Woodley Street to Hidden Valley Drive and from Heritage Drive to CSAH 1 (Attachment 1) and Honeylocust Drive from Jefferson Road to Trunk Highway 3. This project is already included in the approved 2026 - 2030 CIP.

Alternative Options:
Council could not elect to submit for this project grant.
