Action Requested:
The Northfield City Council approves second reading of Ordinance 1070 amending the City of Northfield Zoning Map for the City of Northfield Outlot A, Cannon Commercial Center 2nd Addition from PI-S: Public & Institutional to PB-S: Public Benefit District.

Summary Report:
The City of Northfield has applied for a zoning map amendment for Outlot A, Cannon Commercial Center 2nd Addition to change the zoning from PI-S: Public & Institutional to PB-S: Public Benefit District. The rezoning is being requested in conjunction with the sale of the Northfield Ice Arena.

The Comprehensive Plan (CP) has several maps and land use principles used for guiding development, including the Conservation & Development Map and the Framework Map. The Land Development Code is the regulation that new or redevelopment projects follow.

The Conservation and Development Map expresses in graphic form, where the Principles of the Comp. Plan could be implemented and illustrates areas to be conserved as open space and areas to be developed, redeveloped intensified or infilled.

The Planning Commission (PC) held a public hearing and made a recommendation on October 10, 2024. The Planning Commission made a recommendation to City Council to approve the requested zoning map amendment.

A zoning map amendment follows the Type 4 Review Procedure as specified in the Land Development Code (LDC), Article 8 - Development Procedures.
